Representatives from Nations supporting military action in Libya began talks in Abu Dhabi on Thursday to discuss ways of the country's opposition.

A number of issues were said to be on the table including implement resolutions which allow the air raid on Muammar Gadhafi ground forces and restrict members of defiant leader regime from travelling.

Before Thursday's talks, Spain's foreign minister, said Trinidad Jimenez questions of financing was still the key.

"We want to find a financial mechanism to allow temporary National Council a way to maintain the requirement for the Libyan people." he said.

Maurizio Massari, spokesman for Italy's foreign minister had similar words.

"Priority for them [TNC] is to ensure that financial assistance to meet the immediate needs of the population and for the effective operation of the TNC and the provisional Government. They set up this Government and must pay the wages and get through daily life. They need the money now, "he said.

Massari said funds raised for TNC are not intended to be spent on arms, but he failed to explain what mechanisms, if any, have been introduced to prevent this.

Earlier this week, said the United States President Barack Obama, NATO's mission in Libya forging "inexorable ' advances meant it was only a matter of time before Colonel Gadhafi quit.

NATO on Wednesday vowed to keep up intensified air campaign.

The same day, Government forces in Libya carried out a heavy assault on the rebel-held city of Misrata.

It is the third meeting of the so-called Libya contact.

At the recent Summit in Rome, officials agreed to establish a temporary fund to assist the National Transitional Council [TNC], the political party formed to represent the Libyan opposition rebels.
